Spencer Environmental served as environmental lead to the City’s consulting team during the project development and procurement phase of this 14-kilometre light-rail extension design-build-finance project, which entered its RFP phase and reached financial close during the pandemic in 2020. Spencer Environmental will remain the City’s environmental lead for the duration of the project.
